The first conceptual phase in The Value Model is called Where are we going? The traffic lights of our project are now at red, indicating that we must stop here and not go zooming off before the project has been clearly and properly defined. Your task is to make a project definition.
 
We believe that the project manager is responsible for leading a process, in which the project group as well as the sponsor participate, with the aim of producing the project definition.  This work plays an important part in creating feelings of participation and responsibility within the team and other players. Confronting people with facts and providing them no opportunity to influence these facts has never been a good strategy for creating motivation.
